The Charter for Change: Localization of Humanitarian Aid

As a key contribution to the WHS  in promoting the localization of humanitarian aid, a Charter for Change (C4C) has been drafted by CAFOD, for sign-on by 1 October.

The 8-point C4C calls on international NGOs to commit themselves to change their own organizational ways of working, to ensure southern-based national actors play an increased and more prominent role in humanitarian response by January 2020.

The C4C calls on International Non-Governmental Organisations (INGOs) to:

  1. Increase direct funding to southern-based NGOs for humanitarian action; stop undermining local capacity by compensating local organizations when INGOs recruit their staff during emergencies
  2. Facilitate robust organizational support and commit resources to capacity strengthening; and reaffirm the Principles of Partnership.
