Adeso is looking for a suitable short-term solar technical expert for its climate change adaptation and mitigation program in the coastal areas of Somalia/Somaliland. The initial consultancy employment period is for twenty (20) days that will be spread in the project’s implementation period at the critical phases.

OBJECTIVE OF THE CONSULTANCY

BACKGROUND FOR CONSULTANCY

The first ever world humanitarian summit in 2016 outlined the Grand Bargain commitments that have a transformative potential for the humanitarian sector. The commitments on the localization are defined as follows: increase direct funding to southern-based NGOs for humanitarian action; reaffirm the Principles of Partnership; increase transparency around resource transfers to Southern-based national and local NGOs; stop undermining local capacity; emphasize the importance of national actors; address subcontracting; provide robust organizational support, capacity strengthening and communication to the media and the public about partners.

However, there is currently no system in place to measure progress in meeting these commitments and their impact on aid delivery. This study will contribute to building the evidence base for supporting the localization agenda through establishing standards of measurement.

Through this study, NEAR aims to build a strong case for support and recognition of local organizations throughout the southern hemisphere (Global South) in responding to humanitarian situations. This will take into account the presence of a diverse set of stakeholders with multiple objectives, ranging from making decisions, determining policy to demonstrating accountability on the ground. It is envisioned that the Performance Measurement System (PMS) will be developed through action research with respect to the local context.

Key stakeholders, especially local and national organizations from Africa, Asia, Middle East and Latin America/Caribbean will be actively engaged in the construction of the PMS.  Based on the evidence gathered through interviews and data collection, a multidimensional framework for measuring performance against the objectives of the localization agenda will be proposed and a set of Key Performance Indicators (KPIs) will be developed. These KPIs will then be used to measure the level of effectiveness of localization thereby providing evidence of its advantages.

Key stakeholders, especially local and national organizations from Africa, Asia and Latin America in will be actively engaged in the development of the PMS.

The Disasters and Emergencies Preparedness Program (DEPP) Innovation Lab is a 22 months project being implemented by the AIM (Adeso, iHub MasterCard) Consortium. The objective of this program is to increase preparedness and resilience of disaster-prone communities in Garissa and Marsabit counties of Kenya by drawing on their deep knowledge of pastoralist.

The Consortium will also ensure participation of rural communities at the village level rather than focus on urban issues, as an innovation labs need to.

The consultant will be expected to perform the following tasks:

2.       Website design and build, based on a Word Press platform, with pages with graphics and copy. All copy will be written by AIM Consortium, photographs will be provided by AIM and website will be populated by the consortium using the admin tool;

4.       Create site map based on key objectives, messaging priorities, and brief supplied;

6.       Incorporate social media applications into the website (including Facebook, Twitter, Instagram or YouTube, and Flickr);

8.       Incorporate detailed search tool/function into the website;

10.   Set-up website back-up systems;

11.   Provide complete technical documentation of any developed themes and templates, and full technical specification and setup mapping of any 3rd party WordPress plug-ins used.

The project is an innovative response to the current situation in Somalia, with a low rate of youths’ employment, a high rate of uneducated youths, low capacity in the community economic development as result of several protracted factors - conflicts, disasters and the long civil war in the country. The 15 months Economic and Livelihood Development, Enhancing Youths’ Skills and Employment Project creation, is expected to contribute to the government vision of increasing the human capital, and economic and livelihood development in line with the National Development Plan.

Adeso is seeking a qualified Gender and Conflicts Management Coordinator to be based in Nairobi/Somalia with frequent travel to the project areas in Jubaland, Somalia. The incumbent will lead the initial participatory assessment on gender and conflicts issues in the project areas, develop the program guidelines on mainstreaming gender and conflicts in program implementation. The incumbent will build the capacity of the project team, the local authority and the partners on gender and conflicts management.

BACKGROUND FOR CONSULTANCY

The Capacity Strengthening Consultant (CSC) is responsible for coordinating, implementing and monitoring the NEAR Capacity Strengthening Programme in Africa with a focus on 3 countries. The post-holder will be based in Central or Eastern Africa, but will be expected to travel frequently within Central-Eastern Africa region and more specifically to South Sudan, Somalia and DRC.

The NEAR Network capacity strengthening programme is funded by OFDA and ECHO and works with 25 partners in five countries (Nepal, South Sudan, DRC, Somalia and Turkey).  The goal of the programme is to strengthen members’ ability to manage and deliver quality emergency preparedness, response, recovery and resilience programmes.

It aims to strengthen organisational capacity of members and raise awareness, commitment and understanding of humanitarian principles and standards across members. The programme focuses on providing in-depth support to a small number of members to develop their leadership, compliance and financial management, communications and fundraising.

The CSC will work with members to address their capacity development needs in order to manage and deliver quality emergency preparedness, response and recovery programmes based on their capacity self-assessments and capacity development plans.  Support members to implement capacity development plans through accompaniment, technical expertise, and training and long-term capacity development, using participatory learning processes so members improve their organisational systems and staff capacity. Support members to develop strong systems and procedures for emergency preparedness; programme management and accountability including meeting sectoral standards. Develop and support members’ leadership, management and core humanitarian skills, work with consultants and staff from other NGOs to provide training or run workshops as needed.

The CSC oversees the work of 6 members per country to assess and prioritise their capacity development needs and strengthen their ability to prepare and respond to crisis in their communities. They will support members through providing ongoing guidance and advice, facilitating peer learning as well as mentoring and sourcing specialist technical support. The post-holder will design, coordinate and facilitate participatory learning processes with members. The post-holder will represent the NEAR in the humanitarian capacity development programming in Africa region identifying opportunities for collaboration within NEAR and with other key stakeholders. The post holder will be a member of the NEAR team and will feed into the learning and direction of the programme.

The STREAM Consortium Project (comprising of ACTED, SADO and ADESO) is a long term, predictable, market-based intervention that strives to help households manage their own coping mechanisms and livelihood opportunities, minimizing the negative impacts of shock events and humanitarian crises. The project aims at reducing lower Juba community’s vulnerability to acute and chronic food insecurity. The program is reaching 5,000 households with regular cash transfers and livelihood support, and the overall communities’, an estimated 15,000 households, with improved access to early warning messaging, disaster risk reduction and a scale-up of cash transfers in the event of a shock or disaster event. The project will also support a body of research on Social Safety Net Programming, enabling service providers to continue to deliver better-designed Safety Net interventions into the future.

For the STREAM Consortium to adequately implement this project, quality monitoring and evaluation practice has been highlighted as one of the key components to be highlighted. Thus, the routine collection of project data, its analysis, and utilization thereof for informed decision making will be paramount. For this to be effective, the timely availability of adequate and quality data will be essential.

Thus, it is paramount to: showcase interventions that the organization is/has implemented and people benefiting from the same; showcase progress made both at the outputs level and outcomes level (changes in perceptions, attitudes, knowledge, behaviour etc.); readily make available data on resilience programming for informed decision making at the project level, create awareness/notify communities on impending disasters/shocks and above all provide evidence that influences resilience programming and DRR policies.

On the basis of the above, the STREAM Consortium seeks the services of a Mobile App Service Provider/Management Information System Developer, to enable the collection, analysis, management and reporting/dissemination of data gathered in the course of our programming.

Adeso’s Communications Team is responsible for developing and overseeing the implementation of the Adeso Communications Strategy. This includes defining and formulating key messages and proof points to broaden the understanding of Adeso’s unique, people centered and participatory program approach amongst stakeholders across the humanitarian and development sector, governments, donors and the media.

The Senior Communications Officer will work with colleagues to support the implementation of the AIM DEPP Lab Communications Strategy and support efforts to increase the AIM DEPP Lab growth. S/he will collaborate with internal and external stakeholders to ensure that AIM communications enable and accelerate its milestones and goals.

The Senior Communications Officer should have a breadth of knowledge in PR, social media, marketing, web and e-communications with plenty of room and interest in innovation, challenges and learning. This opportunity requires the ability to coordinate, research, and create content (i.e., social media, donor communications, impact stories, program updates, etc.) for a variety of audiences including, donors, media, the general public, internal staff, and program partners among others.
