BACKGROUND FOR CONSULTANCY

The first ever world humanitarian summit in 2016 outlined the Grand Bargain commitments that have a transformative potential for the humanitarian sector. The commitments on the localization are defined as follows: increase direct funding to southern-based NGOs for humanitarian action; reaffirm the Principles of Partnership; increase transparency around resource transfers to Southern-based national and local NGOs; stop undermining local capacity; emphasize the importance of national actors; address subcontracting; provide robust organizational support, capacity strengthening and communication to the media and the public about partners.

However, there is currently no system in place to measure progress in meeting these commitments and their impact on aid delivery. This study will contribute to building the evidence base for supporting the localization agenda through establishing standards of measurement.

Through this study, NEAR aims to build a strong case for support and recognition of local organizations throughout the southern hemisphere (Global South) in responding to humanitarian situations. This will take into account the presence of a diverse set of stakeholders with multiple objectives, ranging from making decisions, determining policy to demonstrating accountability on the ground. It is envisioned that the Performance Measurement System (PMS) will be developed through action research with respect to the local context.

Key stakeholders, especially local and national organizations from Africa, Asia, Middle East and Latin America/Caribbean will be actively engaged in the construction of the PMS.  Based on the evidence gathered through interviews and data collection, a multidimensional framework for measuring performance against the objectives of the localization agenda will be proposed and a set of Key Performance Indicators (KPIs) will be developed. These KPIs will then be used to measure the level of effectiveness of localization thereby providing evidence of its advantages.

It is envisioned that a series of success stories will be drafted and published online for external actors to both engage with and learn from local actors in the southern hemisphere. In conjunction a Performance Measurement System (PMS) will be developed and tested through action research with respect to the local context. Key stakeholders, especially local and national organizations from Africa, Asia and Latin America in will be actively engaged in the development of the PMS.

The Ministry of Humanitarian Affairs and Disaster Management and Adeso are seeking potential Consultant to carry out consultative process in the development of an implementation framework for the National Disaster Management Policy. Adeso has been working with SODMA and now the Ministry of Humanitarian Affairs and Disaster Management since 2013 through technical support in the coordination mechanism and has supported the development of the institution’s 3 years’ strategic plan (2017-2020) that is in line with the National development plan and the National Disaster Management Policy.

The National Disaster Management Policy was developed through an extensive consultative process with the Federal Line Ministries, State level ministries, Local authorities and affected communities in the country. The purpose of the Somalia National Disaster Management Policy is to provide a legislative framework for embedding disaster management (DM) within appropriate structures of the government to strengthen national capacities for effective disaster preparedness, response, mitigation, prevention and recovery, in order to protect lives and livelihoods, property, environment and the economy at large. The policy development was supported by USAID and ADESO Somalia.

The Senior Communications Officer will work with colleagues to support the implementation of the AIM DEPP Lab Communications Strategy and support efforts to increase the AIM DEPP Lab growth. The Senior Communications Officer should have a breadth of knowledge in PR, social media, marketing, web and e-communications with plenty of room and interest in innovation, challenges and learning. Position Summary

Reporting to the Leadership Council (LC), with direct oversight by the Chair of the LC, the Executive Director (ED) leads all aspects of the Network for Empowered Aid Response (NEAR).  In this capacity the ED will have primary responsibility for leading and coordinating and implementing the strategies and initiatives which enable NEAR to carry out its mission through advocacy, education, coalition building, government relations, communication and media relations, fundraising, leadership cultivation and engagement and relationships with local organizations around the globe.  The ED is responsible for directly line managing the Programs Manager who in turn is responsible for managing the operations of the NEAR Secretariat. She/he will primarily be responsible for establishing operational systems, organizational structure and overseeing the implementation of program plans.  Further, the ED will foster and reinforce a culture within the Network that is consistent with the organization’s values and supports the strategy and objectives of NEAR.

The Capacity Strengthening Consultant - Asia (CSC-A) is responsible for implementing the NEAR Network capacity strengthening programme in Asia with a specific focus on partner capacity strengthening in Nepal. The post-holder will be based at a member office in Asia. They will travel frequently to Nepal and within Asia.

The NEAR Network capacity strengthening programme is funded by ECHO and works with 25 partners in four countries (Nepal, South Sudan, DRC and Somalia).  The goal of the programme is to strengthen members’ ability to manage and deliver quality emergency preparedness, response, recovery and resilience programmes. It aims to strengthen organisational capacity of members and raise awareness, commitment and understanding of humanitarian principles and standards across members. The programme focuses on providing in-depth support to a small number of members to develop their leadership, compliance and financial management, communications and fundraising.

The CSC - A will work with members to identify and prioritise their capacity development needs to manage and deliver quality emergency preparedness, response and recovery programmes through conducting capacity self-assessments and developing capacity development plans. Support members to implement capacity development plans through accompaniment, technical expertise, and training and long-term capacity development, using participatory learning processes so members improve their organisational systems and staff capacity. Support members to develop strong systems and procedures for emergency preparedness; programme management and accountability including meeting sectoral standards. Develop and support members’ leadership, management and core humanitarian skills, work with consultants and staff from other NGOs to provide training or run workshops as needed.

 

The CSC - A will work directly with 6 members and indirectly with 4 (total 10 members) in Nepal to assess and prioritise their capacity development needs and strengthen their ability to prepare and respond to crisis in their communities. They will support members through providing ongoing guidance and advice, facilitating peer learning and sourcing specialist technical support. The post-holder will design, coordinate and facilitate participatory learning processes with members. They will represent the humanitarian capacity development programme in Asia region identifying opportunities for collaboration within NEAR and with other key stakeholders. They will be a member of the NEAR team and will feed into the learning and direction of the programme.

The objective of this program is to increase preparedness and resilience of disaster-prone communities in Garissa and Marsabit counties of Kenya by drawing on their deep knowledge of pastoralist.

The project will address the immediate food access to the drought affected households in the target regions. The project targets a total of 6,590 households in the target Regions.

    The objective of this consultancy is to determine how effective the cash transfers provided to targeted beneficiaries have enabled them to meet their basic needs and improve their livelihoods as tied to the project objectives i.e. how the whole cash transfer interventions-system allowed the project to succeed or not.     The project’s main objectives are to promote sustainable coastal habitat restoration and to alleviate poverty through date palms and mangrove as well as indigenous trees restoration, construction of fishing technology, solar powered irrigation systems for poor farmers, and to improve awareness among the communities of the importance of the coastal habitat, by focusing on effective solutions to address the development and ecological needs of communities necessary for climate change adaptation.

    BACKGROUND FOR CONSULTANCY

    Adeso is looking for a suitable short-term consultant for its climate change adaptation and mitigation program in the coastal areas of Somalia/Somaliland. The initial consultancy employment period is for six (6) months that will be spread in the project’s implementation period at the critical phases.

    Objectives of the consultancy:

    1.       Provide technical support to the project implementation.

    2.       Lead in the assessment and reporting for the project.

    3.       Staff capacity development.

    Adeso’s Communications Team is responsible for developing and overseeing the implementation of the Adeso Communications Strategy.  This includes defining and formulating key messages and proof points to broaden the understanding of Adeso’s unique, people centered and participatory program approach amongst stakeholders across the humanitarian and development sector, governments, donors and the media.

    The Senior Communications Officer will work with colleagues to support the implementation of the AIM DEPP Lab Communications Strategy and support efforts to increase the AIM DEPP Lab growth. S/he will collaborate with internal and external stakeholders to ensure that AIM communications enable and accelerate its milestones and goals.

    The Senior Communications Officer should have a breadth of knowledge in PR, social media, marketing, web and e-communications with plenty of room and interest in innovation, challenges and learning.  This opportunity requires the ability to coordinate, research, and create content (i.e., social media, donor communications, impact stories, program updates, etc.) for a variety of audiences including, donors, media, the general public, internal staff, and program partners among others.  The position will specifically be responsible for leading the daily management of social media and online communications and marketing activities for multiple online platforms.

    The successful candidate will have a talent for writing and a willingness to engage in projects ranging from writing, editing, proofreading, and leveraging social media and blogs-across several different publications while juggling multiple deadlines and priorities.  The desired candidate will exude passion and a driving desire for excellence in all they do. The candidate will also be expected to be a strategic thinker who understands how social media is a vital part of a larger, integrated digital marketing strategy including SEO, Analytics, Email Marketing, and building a culture of constant testing and refinement.
