BACKGROUND FOR CONSULTANCY

The first ever world humanitarian summit in 2016 outlined the Grand Bargain commitments that have a transformative potential for the humanitarian sector. The commitments on the localization are defined as follows: increase direct funding to southern-based NGOs for humanitarian action; reaffirm the Principles of Partnership; increase transparency around resource transfers to Southern-based national and local NGOs; stop undermining local capacity; emphasize the importance of national actors; address subcontracting; provide robust organizational support, capacity strengthening and communication to the media and the public about partners.

However, there is currently no system in place to measure progress in meeting these commitments and their impact on aid delivery. This study will contribute to building the evidence base for supporting the localization agenda through establishing standards of measurement.

Through this study, NEAR aims to build a strong case for support and recognition of local organizations throughout the southern hemisphere (Global South) in responding to humanitarian situations. This will take into account the presence of a diverse set of stakeholders with multiple objectives, ranging from making decisions, determining policy to demonstrating accountability on the ground. It is envisioned that the Performance Measurement System (PMS) will be developed through action research with respect to the local context.

Key stakeholders, especially local and national organizations from Africa, Asia, Middle East and Latin America/Caribbean will be actively engaged in the construction of the PMS.  Based on the evidence gathered through interviews and data collection, a multidimensional framework for measuring performance against the objectives of the localization agenda will be proposed and a set of Key Performance Indicators (KPIs) will be developed. These KPIs will then be used to measure the level of effectiveness of localization thereby providing evidence of its advantages.

In conjunction a Performance Measurement System (PMS) will be developed and tested through action research with respect to the local context. Key stakeholders, especially local and national organizations from Africa, Asia and Latin America in will be actively engaged in the development of the PMS.

The Senior Communications Officer will work with colleagues to support the implementation of the AIM DEPP Lab Communications Strategy and support efforts to increase the AIM DEPP Lab growth. The Senior Communications Officer should have a breadth of knowledge in PR, social media, marketing, web and e-communications with plenty of room and interest in innovation, challenges and learning. Position Summary

The Capacity Strengthening Consultant - Asia (CSC-A) is responsible for implementing the NEAR Network capacity strengthening programme in Asia with a specific focus on partner capacity strengthening in Nepal. The post-holder will be based at a member office in Asia. They will travel frequently to Nepal and within Asia.

The NEAR Network capacity strengthening programme is funded by ECHO and works with 25 partners in four countries (Nepal, South Sudan, DRC and Somalia).  The goal of the programme is to strengthen members’ ability to manage and deliver quality emergency preparedness, response, recovery and resilience programmes. It aims to strengthen organisational capacity of members and raise awareness, commitment and understanding of humanitarian principles and standards across members. The programme focuses on providing in-depth support to a small number of members to develop their leadership, compliance and financial management, communications and fundraising.

The CSC - A will work with members to identify and prioritise their capacity development needs to manage and deliver quality emergency preparedness, response and recovery programmes through conducting capacity self-assessments and developing capacity development plans. Support members to implement capacity development plans through accompaniment, technical expertise, and training and long-term capacity development, using participatory learning processes so members improve their organisational systems and staff capacity. Support members to develop strong systems and procedures for emergency preparedness; programme management and accountability including meeting sectoral standards. Develop and support members’ leadership, management and core humanitarian skills, work with consultants and staff from other NGOs to provide training or run workshops as needed.

 

The CSC - A will work directly with 6 members and indirectly with 4 (total 10 members) in Nepal to assess and prioritise their capacity development needs and strengthen their ability to prepare and respond to crisis in their communities. They will support members through providing ongoing guidance and advice, facilitating peer learning and sourcing specialist technical support. The post-holder will design, coordinate and facilitate participatory learning processes with members. They will represent the humanitarian capacity development programme in Asia region identifying opportunities for collaboration within NEAR and with other key stakeholders. They will be a member of the NEAR team and will feed into the learning and direction of the programme.

    OBJECTIVES OF THE ASSIGNMENT

    The purpose of this evaluation is to assess the progress made towards achievement of the overall and specific objectives of the project, its immediate and long term impacts on the lives of beneficiaries who were directly involved in the project activities, including their families, communities after the end of the implementation period.

    The assessment will also look at determining how effective the cash transfers provided to targeted beneficiaries has enabled them to meet their basic needs and improve their livelihoods as tied to the project objectives i.e. how the whole cash transfer interventions-system allowed the project to succeed or not. This is to assess the extent to which the various models of a cash operation did support or constrain effective cash based intervention implementation.

    The assessment will also help determine any impact the project has produced on the main target communities and project beneficiaries in terms of meeting their food security needs, increasing livelihood security and improving of local markets. The evaluation will also gauge the level of community and other stakeholder participation and ownership of the implementation process including the identification of the intended and unintended outcomes, best practices and lessons learned as well as challenges arising from programme implementation.  In addition, the evaluation will come up conclusions and recommendations on the way forward.

    The STREAM Consortium Project (comprising of ACTED, SADO and ADESO) is a long term, predictable, market-based intervention that strives to help households manage their own coping mechanisms and livelihood opportunities, minimizing the negative impacts of shock events and humanitarian crises. The project aims at reducing lower Juba community’s vulnerability to acute and chronic food insecurity. The program is reaching 5,000 households with regular cash transfers and livelihood support, and the overall communities’, an estimated 15,000 households, with improved access to early warning messaging, disaster risk reduction and a scale-up of cash transfers in the event of a shock or disaster event. The project will also support a body of research on Social Safety Net Programming, enabling service providers to continue to deliver better-designed Safety Net interventions into the future.

    For the STREAM Consortium to adequately implement this project, quality monitoring and evaluation practice has been highlighted as one of the key components to be highlighted. Thus, the routine collection of project data, its analysis, and utilization thereof for informed decision making will be paramount. For this to be effective, the timely availability of adequate and quality data will be essential.

    Thus, it is paramount to: showcase interventions that the organization is/has implemented and people benefiting from the same; showcase progress made both at the outputs level and outcomes level (changes in perceptions, attitudes, knowledge, behaviour etc.); readily make available data on resilience programming for informed decision making at the project level, create awareness/notify communities on impending disasters/shocks and above all provide evidence that influences resilience programming and DRR policies.

    On the basis of the above, the STREAM Consortium seeks the services of a Mobile App Service Provider/Management Information System Developer, to enable the collection, analysis, management and reporting/dissemination of data gathered in the course of our programming.

    PURPOSE AND SCOPE OF THE STUDY        

    The purpose of the study is to determine the impact of a predictable cash transfers under a safety net on building resilience of vulnerable communities in Lower Juba, Somalia.

    Key Assessment Questions include (but are not limited to):

    • How have the cash transfers demonstrated absorptive capacities and protected poor households from shocks?
    • How have the cash transfers demonstrated adaptive capacities and protected poor households from shocks?
    • How has this approach, if at all, assisted targeted households to reduce the use of negative coping mechanisms?
    • How have households diversified their livelihoods (income sources, skills, etc.)?
